Dear friends of Colombia:
On Monday May 15, the Social Summit in Colombia (la Gran Cumbre Social), organized and led by Colombia's indigenous peoples, may prove to be the most powerful statement for peace and against the Free Trade Agreement in recent times. This comes just two weeks before presidential elections and in the midst of intense harassment and threats against the social movements and political opposition. People will be marching peacefully in towns and cities throughout Colombia. Here in North America, we need to pay attention.
Below in this message you will find, in both Spanish and English, [1] call based on the Indigenous and Popular Mandate (en español) and [2] an invitation to participate (en español) from the ONIC (National Indigenous Organization of Colombia). Please help to spread the word by posting this information on your websites and sending it to your lists. This is a crucial moment for solidarity.

[1] THE TIME HAS COME TO WALK THE WORD
All this is difficult to see, understand, resist, and change. It demands unity, creativity, intelligence, solidarity, commitment, sacrifice and much work, but also much joy and much desire for life. -- The Indigenous and Popular Mandate
The mobilization has begun. The demand for the right to a different country. In an uprising of consciousness, humble gifts are brought together to generate liberty, solidarity, and justice.
Colombia is not the country we have dreamed of. Today more than ever, we stand by what we stated in the Indigenous and Popular Mandate: “The state that should protect us persecutes us.” Recent events confirm this. Under the banner of the mobilization, the Black, Mestizo, and Indigenous communities of Suarez and Morales have marched to the city of Cali to demand fulfillment of the agreements that have gone unfulfilled for 20 years. In Cali they were met by ESMAD (public forces). There are wounded and detained. In recent days advisors of Piedad Cordoba and Carlos Gaviria have been assassinated. So have 10 campesinos in Meta. One group of social organizations has been threatened with death by "demobilized" paramilitaries.
These events are accompanied by a series of declarations by the establishment. President Uribe has said that the elections offer a choice “between [Uribe's policy of] Democratic Security and communism in disguise that will hand the country over to the FARC.” His ex-minister Fernando Londoño reinforces his words, and one of his most loyal followers, also one of the worst enemies of the indigenous movement, Cauca's governor Juan José Chaux Mosquera, has said that he sees dangers of terrorist infiltration in the social mobilization. At the same time the paramilitaries have threatened the Colectivo de Abogados Jose Alvear Restrepo, ONIC, CUT, and other social organizations. Already terrorized communities such as those of San José de Apartadó and Arauca, as well as the indigenous Kankuamo people, have been under attack.
The project that threatens life has no respect for borders. That's why it is called "globalization." It has reached into our communities and homes in every part of Colombia and the world. It inflicts war, the lies of propaganda, and all of the power that war and money can bring down on us. The persecution is for a very specific reason. It is a direct response to the strengthening of peaceful, democratic political processes in Colombia under the Indigenous and Popular Mandate, which includes peasants, indigenous, unions, women's movements, and all popular sectors. These sectors have found a political expression in the candidacy of Carlos Gaviria, which has gained momentum and become an electoral threat to the regime.
Colombia is awake and aware that we are in a moment that will define our history. Slowly but surely, people, communities, and organizations have joined the project and the consciousness that defends life. From all over the continent we hear words of action and practice in the construction of a new history. The continent rose up against the FTAA. Bolivia has gifted us with the nationalization of its own resources. Immigrants have challenged the empire and lift their voices for their rights in other lands even as they are forced to flee their own due to systematic impoverishment of their home economies. The Zapatistas in Mexico have gifted us with their Other Campaign.
The struggles throughout the continent and the reasons for the uprising are the same ones that move us. And they move us because the future of Latin America is being decided here, in Colombia. The US ignores the mobilizations and actions of our countries because it counts on its most durable program, Plan Colombia, and its unconditional ally, Uribe, to implement its corporate project. That is why they say: “Either Democratic Security or you are all communists . . . either you fall in line or go to Bolivia, Venezuela, or Brazil.”
We make this call to those who know how to listen to the words of Mother Earth. Our call comes from the mother that cannot be owned, the mother of all. It is time to get together, see each other's faces, hear each other's voices, open the way to the word, and continue to build the country that we all dream of. On May 15 it will not be Colombia mobilizing, but the Popular Movement in the Continent mobilizing from Colombia.
Yesterday Elvia Escue brought a small bag to the commission that is collecting food in Santander de Quilichao in preparation for the mobilization. “This is my support for the mobilization,” she told the commission. A bag of rice, a bag of potatoes, an onion. Where did it come from? From a humble home--one household among the 32 million poor people in our country. Out of a history of more than 500 years of viewing liberty, justice, and solidarity on a distant horizon and choosing these principles in everyday acts, the mobilization has begun.

Todo esto es difícil de ver, de entender, de resistir y de cambiar. Nos exige unidad, creatividad, inteligencia, solidaridad, compromiso, sacrificio y mucho trabajo, pero también mucha alegría y muchas ganas de vivir. -- Mandato Indígena y Popular
Empezó la cumbre. La estatura de la dignidad que reclama el derecho a otro país. El levantamiento de la conciencia que aporta desde lo pequeño para sumar libertad, solidaridad, justicia. Elvia Escué se acercó ayer a la comisión que recoge víveres en Santander de Quilichao y entregó una pequeña bolsa...
Colombia no es el país que hemos soñado. Hoy más que nunca constatamos lo que hemos expresado en el Mandato Indígena y Popular: “el Estado que debe protegernos nos persigue”. Los hechos recientes lo confirman. En el marco de la Cumbre, las comunidades negras, mestizas e indígenas de Suárez y Morales se han movilizado hacia la ciudad de Cali para reclamar por los acuerdos incumplidos por más de 20 años. En Cali los esperó el ESMAD. Hay heridos y detenidos. En los últimos días han sido asesinados el asesor de Piedad Córdoba y el de Carlos Gaviria; 10 campesinos fueron asesinados en el Meta; y un grupo de organizaciones sociales han sido amenazadas por desmovilizados de los paramilitares.
Estos hechos vienen acompañados de una serie de declaraciones sistemáticas por parte del establecimiento. El presidente Uribe ha dicho que las elecciones son “entre la seguridad democrática o el comunismo disfrazado que le entregará el país a las FARC”. Su ex ministro Fernando Londoño refuerza sus palabras y uno de sus más fieles servidores, uno de los más grandes enemigos del movimiento indígena, el gobernador del Cauca Juan José Cháux Mosquera, sale a decir que ve peligros de infiltración terrorista en la movilización social. En el mismo momento vino la amenaza al Colectivo de Abogados José Alvear Restrepo, la ONIC, la CUT y otras organizaciones sociales. La estrategia de terror se ha sumado a San José de Apartadó, Arauca y al Pueblo indígena Kankuamo, entre otros.
El proyecto que amenaza la vida no respeta fronteras, por eso lo llaman globalización. Llega hasta nuestras comunidades y hasta nuestros hogares en todas partes de Colombia y del Mundo. Trae la guerra, las mentiras de la propaganda con que engaña con habilidad y todo el poder de la guerra y el dinero.
La persecución no es gratuita. Es consecuencia directa del fortalecimiento de los procesos pacíficos democráticos en Colombia a partir del Mandato Indígena y Popular, incluyendo a sectores campesinos, indígenas, sindicatos, mujeres y todos los sectores populares, los cuales se encuentran representados en la candidatura de Carlos Gaviria. Esto ha ganado momento y se ha convertido en una amenaza al régimen por la vía electoral, por eso la reacción.
Pues Colombia ha despertado y comprendido que estamos en un momento definitivo de la historia. Poco a poco, grano a grano, son cada vez más las personas, organizaciones, comunidades que se han sumado al proyecto y la conciencia que defiende la vida.
De todos los rincones del Continente nos llegan palabras que son acción y práctica de la construcción de una nueva historia. El Continente entero se levantó contra el TLC, Bolivia nos regaló la flor de la nacionalización de sus recursos; los inmigrantes desafían al Imperio y le gritan con fuerza para reclamar sus derechos en otras tierras pues de las propias se vieron obligados a salir por el empobrecimiento sistemático al que están sometidas las economías de sus países; los zapatistas en México recorren el país con su palabra en la Otra Campaña.
Las luchas de todo un Continente, las razones que han tenido para levantarse, son las mismas razones que nos convocan. Y nos convocan porque en Colombia se juega el futuro del América Latina. Estados Unidos ignora las movilizaciones y acciones de nuestros países porque cuenta con el Plan Colombia y con Uribe como su aliado incondicional para implantar un proyecto corporativo transnacional. Por eso dicen: “o seguridad democrática o todos son comunistas, (...) o se alinean o váyanse para Bolivia, Venezuela o Brasil”.
Caminamos esta convocatoria a quienes sepan escuchar con humildad la palabra de la Madre Tierra, palabra y camino que surgen de lo más alto, de la oscuridad fresca y viva de la madre que no tiene dueño, porque es madre para todos. Es hora de reunirnos, vernos los rostros, escucharnos las voces, abrirle camino a la palabra para continuar construyendo el país que todos soñamos...
Este lunes 15 de mayo no se levanta Colombia, se levanta desde Colombia el Movimiento Popular del Continente. “Este es mi aporte para la cumbre”, dijo Elvia Escué a la comisión. Una libra de arroz, una libra de papa, una panela y cebolla. ¿De dónde viene? De una casa humilde, una de esas casas de los 32 millones de pobres que hay en el país. De una historia de más de 500 años que ve la libertad, la justicia y la solidaridad en el horizonte y en los actos de cada día. La cumbre ha empezado.

The National Indigenous Organization of Colombia announces that on Monday May 15, 2006, we the diverse indigenous peoples will carry out a great National Mobilization Summit, with a call to wake up and not conform passively to projects of death that threaten the life of the peoples and national sovereignty itself.
We have stated to the Colombian State that any decision that affects the nation should be subject to consultation and must take into account the various subjects of this country's laws.
We say no to the Free Trade Agreement and no to the constitutional reforms that limit our rights. We say that we are responsible for society's future destiny and that we don't want to be responsible for a greater and even more painful tragedy for the people of Colombia. On May 15 we will demand unanimous rejection of the imposition of the Free Trade Agreement; unanimous rejection of the ongoing violations expressed in threats against human-rights, social and indigenous NGOs; and unanimous rejection of policies that would affect the collective rights of the indigenous peoples and of the whole population of Colombia.
For this reason we call on the national and international human rights organizations to remain alert for any reprisals the government might carry out in the name of public order against our demonstrations. It is public knowledge that when the people take to the streets to make their statements and protest peacefully, the government mobilizes its elite anti-riot forces to repress us and violate our right to rise up publicly and nonviolently.
The various demonstrations will be accompanied by thousands and thousands of campesinos, workers, homemakers, students--persons who have seen themselves affected by the imposition of economic policies that lead to the violation of all Colombians' human rights.
Thus we call on human rights advocates to accompany the demonstrations as well, to prevent any attack that could place at risk the security, life, and good name of those who march.

La Organización Nacional Indígena de Colombia, comunica Públicamente que el próximo lunes 15 de mayo de 2006, Los diversos pueblos indígenas realizaremos una gran Cumbre de Movilización Nacional en el marco de un llamado a despertar y a no seguir sumidos en el conformismo y la quietud frente a cualquier proyecto de muerte que atente contra la vida de los pueblos y contra la misma soberanía nacional.
Hemos hecho un planteamiento al Estado Colombiano diciéndole que cualquier decisión que afecte a la nación debe ser consultada y debe tener en cuenta a los distintos sujetos de derecho en este país.
Decimos no al TLC y no a las reformas constitucionales que afecten nuestros derechos, que somos responsables del destino y futuro de la sociedad y que no queremos ser responsables de una tragedia mayor y de más dolor para el pueblo Colombiano. El día 15 de mayo demandaremos el rechazo Unánime contra la imposición del TLC, contra las violaciones permanentes que se están presentando en el orden de amenazas contra las Ongs de derechos humanos, sociales e indígenas y del desmedro de los derechos colectivos de los pueblos indígenas y todo el pueblo colombiano.
Por este motivo llamamos a los Organismos de Derechos humanos Nacionales e Internacionales a permanecer alertas ante cualquier represalia que tome el gobierno contra las manifestaciones del orden nacional, como es de conocimiento publico cuando el pueblo sale a exigir y a protestar pacíficamente que el gobierno utiliza sus comandos elites anti-disturbios para reprimir y hostigar el libre derecho de manifestarnos pública y pacíficamente.
Las diversas concentraciones estarán acompañadas de miles y miles de campesinos, obreros, amas de casa, estudiantes, de las y los colombianos que se sienten afectados ante la imposición de medidas económicas que afectan mucho más los derechos humanos de todos los colombianos.
Por tal motivo llamamos a los organismos defensores de los derechos humanos a acompañar dichas manifestaciones para prevenir cualquier atentado que pueda poner en riesgo la seguridad, vida y buen nombre de los manifestantes.
